Nabiullina stated that digital currencies should not enter domestic circulation but acknowledged their potential use in international trade within sandbox frameworks. She also suggested that highly qualified investors be allowed to invest in Russia’s digital currency infrastructure. However, Russian lawmakers have differing opinions on how to regulate digital currency regulations. Vyacheslav Volodin, the speaker of the lower house of parliament, urged lawmakers to intensify their efforts in this regard.
